Topic: ALICE Program (Asset Limited, Income Constrained, Employed)

Speaker: Dr. Stephanie Hoopes Halpin, Assistant Research Professor and Director

ALICE: This research comes out of the United Way of Northern New Jersey. ALICE stands for ASSET LIMITED, INCOME CONSTRAINED, EMPLOYED. The author of the report is Stephanie Hoopes Halpin, Assistant Professor at the School of Public Affairs, Rutgers-Newark. Even though employed, many individuals and families do not earn enough to afford the 5 basic necessities of HOUSING, CHILD CARE, FOOD, TRANSPORTATION, and HEALTH CARE in New Jersey. In the past, this group has been referred to as the "working poor”. ALICE is a household with income above the Federal Poverty Level (FPL) but below basic survival income. This view of poverty takes into account economic changes over time and regional variations. ALICE is now being considered by the federal government as a more accurate definition of poverty and unfortunately, one that will embrace more families.
